China Academy of Transportation Sciences

Introduction

China Academy of Transportation Sciences is a comprehensive scientific research institution directly under the Ministry of transport. It mainly carries out basic and forward-looking research, consultation and service on public welfare and technology for government departments and transportation industry.

During the "13th Five-Year" period, it will further implement innovation driven development strategy and carry out the practice of the development mission of "strong science and technology, the benefit of the community". Based on the development of “high-end professional think tank, first-class innovation base and important service platform”, it strives to carry out researches and business on comprehensive policies and regulations, comprehensive transportation and modern logistics, city traffic and rail traffic, information technology and engineering, environmental protection and low-carbon, safety and emergency, engineering technology, transportation exhibition and media. To provide strong intellectual and technical support for the upgrade of quality and efficiency of transportation industry, it will further deepen the reform and further strengthen the public service, technological innovation and transformation.



Experts

1.Yu Shicheng(Director of SISI)

Prof. Yu was born in August 1954 in Ningbo, Zhejiang Province, Ph.D., and joined the Communist Party of China in 1974. He is currently the director of the Shanghai International Shipping Research Center, doctoral supervisor and professor of maritime law at Shanghai Maritime University, and also vice chairman of China Maritime Law Association, vice president of China International Private Law Society, vice president of China Institute of Navigation, and chairman of the Expert Committee of Shanghai International Shipping Arbitration Court. He has long been engaged in teaching and research work in maritime law, maritime international justice and international shipping policy, and participated in the formulation of laws and regulations such as the "People's Republic of China Maritime Law," "The People's Republic of China Port Law," "The People's Republic of China International Maritime Regulations" and other laws and regulations. Since 1994, he has enjoyed special government allowances.


2.Zhen Hong(Secretary General of SISI)

Zhen Hong, Ph.D in Management, is entitled to a special subsidy provided by the State Council of China. He is the General Secretary of Shanghai International Shipping Institute, and a doctoral supervisor and professor at Shanghai Maritime University. As an expert on Shanghai’s development into an international shipping center, Mr. Zhen headed quite a few related projects in recent years, including Research on the Strategy to Develop Top Shipping Talents in Shanghai, Research Report on Promoting the Development of Shipping Intermediary Service, Long-term Strategy and Implementation Plan of Shipping Center Related Service Trade Market Access in China, Research on Shanghai’s Policy on Local Landlord Ports and Customs Convenience Measures for Goods within Boundary, Research on the Connotation and Pattern of Knowledge-Based Development of Shanghai as an International Shipping Center. His role is crucial in Shanghai Municipal Urban and Rural Construction and Transportation Commission (competent authority in charge of Shanghai’s development as a global shipping center)’s efforts to compile the Twelfth Five-Year Plan of Shanghai as an International Shipping Center. Research on Optimizing the Promotion Mechanism and Resources Integration of Shanghai’s Development into an International Shipping Center, a report on which he worked as the head of the project group, won the second prize in the Seventh Shanghai Municipal Decision Consultation Research Findings Appraisal.



3.Yin Ming(Deputy secretary-general and party secretary of SISI)

Prof. & Dr. Yin Ming serves as Party Secretary of Shanghai International Shipping Institute Committee of CPC and deputy secretary general of SISI, whose academic interests cover theory & business of international shipping, planning & management of transportation, and management & engineering of logistics. Prof. & Dr. Yin was invited to work in the headquarters of NORDEN A/S, Copenhagen Denmark, as a management supporter in 2006, and to conduct his post doctor research in Pusan National University, Korea from 2010 to 2011. Since 2011, as the first member of the SMU faculty delegation, he has been visiting Regional Maritime University, Ghana regularly to deliver lectures to full-time undergraduates from different African countries. He also delivers the National Excellent Open Online Course (NEOOC) – Containerization: A Revolution of the Carriage of Goods by Sea and the Key Course of Shanghai Municipal Education Commission (SMEC) – Theory and Practice for Liner Shipping. In addition, Prof. & Dr. YIN is often invited to deliver lectures by domestic/foreign companies, joint ventures, industrial organizations and governmental authorities, which also earns him a very good academic and social reputation. Prof. & Dr. Yin is now heading one project sponsored by National Natural Science Fund of China (NSFC), two by Ministry of Education of China (MOE), and two by SMEC, and have participated in dozens of projects sponsored/supported by national, provincial, or ministerial fund and companies. He has published and coauthored dozens of books and several dozens of papers in Computers & Industrial Engineering, Systems Engineering – Theory & Practice, Journal of Traffic and Transportation Engineering, Journal of System Simulation, etc., many of which have been indexed by SCI, SSCI, EI, CSSCI, ISTP and/or ISSHP. For his continuous outstanding performance, Prof. & Dr. Yin has won many prizes awarded by Shanghai Municipal Government, Shanghai Municipal Education Commission, and Shanghai Maritime University.
