SISI, affiliated to Shanghai Maritime University, is launched by 21 council members. SISI is an international maritime consultation and research institute providing government agencies and industry players with decision-making information and consultation service. Meanwhile, SISI is one of the earliest institutions entitled Shanghai University Knowledge Service Platform & Center for Strategic Studies and Key Research Institute of Humanities and Social Sciences. In 2014, SISI was recognized as Collaborative Innovation Center of Shanghai University.
1. Zhang Jieshu
Secretary General of SISI
Zhang Jieshu, Ph.D in Management, is a professor at Shanghai Maritime University. She is mainly engaged in researches on port and shipping management. Her recent project management experience and research findings in the field of building Shanghai into an International Shipping Center includes Research Report on Promoting the Development of Shipping Intermediary Service, Research on Estimation System of Developing Shanghai into an International Shipping Center, Annual Report 2009 on building Shanghai into an International Shipping Center, and Annual Report 2010 on building Shanghai into an International Shipping Center. She is instrumental in Shanghai Municipal Urban and Rural Construction and Transportation Commission (competent authority in charge of Shanghai’s development as a global shipping center)’s efforts to compile the Twelfth Five-Year Plan of Shanghai as an International Shipping Center. Research on Optimizing the Promotion Mechanism and Resources Integration of Shanghai’s Development into an International Shipping Center, a report on which she worked as the deputy head of the project group, won the second prize in the Seventh Shanghai Municipal Decision Consultation Research Findings Appraisal.

2. Xu Kai
chief of SISI Shipping Informatization Research Department
Xu Kai, engineer of Shanghai Maritime University, master of computer software and theory, and currently studying for a PhD in logistics management and engineering. Mainly engaged in scientific research on port and shipping informatization, the Internet of Things, artificial intelligence algorithm and logistics management, Xu has participated in a slew of port and shipping information system R&D projects, including China shipping database, China shipping i-news, ship monitoring project of Command Center of Zhoushan Port Authority, development of seaman management system for inland river of Yunnan Maritime Safety Administration, remote monitoring system of Zhongshan Station in the Antarctica, black box for container monitoring, and the questionnaire survey system of China Shipping Prosperity Index. Xu has also led the development of www.chinashippinginfo.net and SISI’s website, co-applied for six software copyrights, and published four academic papers as first author and another more than ten papers as a participant. Xu once won the Sanqiang Cup Innovation and Invention Award for Shanghai college students.
3. Zhou Dequan
Director of Domestic Shipping Research Department
hou Dequan is the director of Domestic Shipping Research Department, Shanghai International Shipping Institute,responsible for China Shipping Prosperity Index(CSPI) and China’s domestic shipping market analysis.In 2010, he accurately forecasted the double dip of shipping market. Zhou Dequan is committed to research of shipping management and port management and has published more than 20 analysis articles, including China’s Shipping Industry Development Tendency Based on China Shipping Prosperity Index (CSPI), Chinese Shipping Enterprise Development Strategy in Post-crisis Times, The Dim Prospect of China’s Shipping Industry, The Possibility of Shipping Industry’s Double Dip. He is the columnist for the magazine, Shipping Management and has participated in the compilation of several textbooks, such as The Formation and Development of International Shipping Center, The Discovery and Practice of Shanghai International Shipping Center.
4. Zhang Yongfeng
Director of International Shipping Research Department
Zhang Yongfeng is the director of International Shipping Research Department,Shanghai International Shipping Institute. Zhao Nan is the director of Port Development Department, Shanghai International Shipping Institute. Her research area is closely related to port management. Since 2010, she has been in charge of compiling and releasing Global Port Development Report on monthly, quarterly and annual basis. The report mainly covers port operation & management, port technology, port construction and so on, shedding light not only on major global port development, but also Chinese ports development with abundant data and information. With increasingly close relations among port, city and environment, Global Port Development Report (annual report 2011 and 2012) put more emphasis on their interactive development. Besides, the report releases Global Port Comprehensive Development Index annually to analyze port development in terms of port production, port operation & management, sustainable development and port infrastructure. Since its inception, the report is frequently cited by several medias and journals at home and abroad, including CCTV, Bloomberg News, Ta Kung Pao, Port Strategy, the Exporter Magazine, The Economic Times, Trans Reporter, JOC, JCtrans, Seanews, Transportweekly, etc.

6. Jin Jiachen
Director of shipping center construction department
Jin Jiachen is specialized in the area of shipping management and shipping & port policy. She has published more than 10 academic articles and 3 textbook, and participated in almost 30 research projects.
In 2010, Jin Jiachen joined Shanghai International Shipping Institute as chief analyst of shipping market research department and director of shipping center construction department successively, responsible for the research of shipping center construction. She has led and participated in several internal reference and features, among which the proposal about Shanghai Center of World Maritime University have been approved by Han Zheng, then Secretary of the CPC Shanghai Municipal Committee, the proposal about Maersk’s Triple-E approved by Yang Xiong, then Mayor of Shanghai, and the proposals about Learning from Hong Kong’s Experience and Economic Contribution approved by Shen Jun, then Vice Mayor of Shanghai.
